How to change the O-rings on a steam wand tip

You will need a pair of tweezers. Angled tweezers make it easier (top right photo).
I also highly recommend using a magnifying glass and light (left middle photo).
The outside O ring is very easy to replace. I do however recommend you do this on a white table in case the O ring springs out and flies somewhere. It's nice to be able to find it afterwards.
The inside O-ring is more tricky. Initially it will seem like it is too large (top left photo).
After you push it in some more, with naked eyes it will seem perfect. However with a magnifying glass you might see that it is not perfectly seated (bottom left photo).
With something small, but not sharp edged (such as the tweezers pushed closed), push the O ring gently into its groove (bottom right photo). You should be able to confirm that it is perfectly seated now.
