Add the syrup, peach liqueur, Diplomático rum and bourbon to a julep tin and half-fill it with crushed ice. Using a teaspoon, stir and churn the ice for about 10 seconds, gripping the tin at its rim so all of it can frost. Top up with crushed ice to two-thirds and keep stirring until the tin is fully frosted, then mound more ice into a cone above the rim. Now float the Smith & Cross rum on the surface and dash the bitters on top. Set the mint bouquet in the middle of the ice to garnish; serve with a straw.
